RLF: The VCWRLF is a self-perpetuating loan fund, which provides low interest loans to eligible borrowers to fund projects that provide water quality benefits for their communities. Eligible project types include: Publicly owned wastewater collection and treatment facilities, Publicly owned stormwater best management practices, Remediation of contaminated brownfield properties, Land conservation Living shorelines, Agricultural best management practices. SLAF: The Stormwater Local Assistance Fund (SLAF) is a grant program that provides matching grants to local governments for planning, design and implementation of stormwater best management practices. WQIF: The Water Quality Improvement Fund (WQIF) is a grant program that provides grant funding for design and installation of nutrient reduction technology and wastewater conveyance infrastructure at publicly owned wastewater treatment plants in the Chesapeake Bay watershed.

The answer is both no and yes. Water Quality Improvement Funds (WQIF) are only available to localities within the Chesapeake Bay drainage area. All other loans are available for the entirety of the Commonwealth.
